You get every feature of a traditional PBX, reachable from desk phones, computers and mobiles, with nothing on-site to maintain.

VoIP is the underlying technology — carrying calls as data over the internet. A cloud PBX is the full phone system built on top of it: the extensions, menus, routing and voicemail your office actually uses. In short, VoIP is the line; cloud PBX is the switchboard.
